there is no automatic way to do it for now.
every package in chamilo has it's own "resources" folder with an i18n folder with an .i18n file for each supported language.
you could copy the en.i18n folder and replace all the english translations to tibetan translations.
it's the only way I know off. I know some people have written some scripts to automate some parts of the process, but I don't know any specifics. maybe you could try contacting firstname.lastname@example.org
Also maybe you want to think if you want to start translating chamilo 2.1 or wait untill the chamilo 3.1 release (very soon if I understand correctly) and start translating that
