I just succesfully upgraded from 1.8.x to 1.9 version.

All users an other data is there but there is nothing on the courses.
I only have a few courses and I have them saved as scorm.
The problem is that CONTENT CREATION, INTERACTION AND ADMINISTRATION dont work, is just text and they don't do anything.
I have all my courses as scorm and I need a way to uploadem.

Hi,

Could you please tell how you maaged to upgrade the platform version (a step-by-step would be appreciated)?

In the meantime, if you download the latest 1.9 version, unzip the content and copy/paste the content (replace don't worry you won't loose anything), you may retreive back the icon, otherwize, you may have modify some files, but we would need to know which one, I haven't see any strange thing in the configuration of your platform (I'm not an expert though

)

I confirm you have an issue with your sevre...
I tried to create a tes course just to see and here is the message I get back:
Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator, webmaster@portaleicu.org and inform them of the time the error occurred, and anything you might have done that may have caused the error.

More information about this error may be available in the server error log.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I think this is the reason of your problem...
